Petition version: 2026-11-06-fv-v1

We ask the Fuquay-Varina Board of Commissioners to hold a public review and recorded vote on ending the town’s Flock program, ending or not renewing its Flock agreements as legally available, and removing town-controlled Flock cameras through an orderly process. While that decision is pending, freeze expansion and publish the contracts, costs, retention rules, sharing arrangements, and nonconfidential audit findings, subject to lawful exemptions. Preserve evidence and accountability records as required during any transition.

This is a community advocacy petition. It does not trigger an election or require a Board vote. Residency is self-reported. Paper and online totals must be reconciled before reporting unique supporters.

01 / THE ISSUE

A visible plate.
An invisible record.

License plate readers create searchable vehicle sightings. The public deserves a say in whether that collection belongs in Fuquay-Varina.

Flock describes collecting vehicle information, including license plates, locations, and timestamps. A sighting does not prove who was driving. The concern is the collection and later use of location records—even when a person is not suspected of wrongdoing.

These tools can help investigations. That benefit deserves an honest hearing alongside privacy, cost, sharing, retention, and oversight. We support ending routine collection and comparing less intrusive alternatives.

Student-led removal petition

The Anti-Fascist Student Union of Fuquay-Varina has an iPetitions campaign asking the town to end Flock contracts, remove its readers and prevent replacement surveillance programs. Updates dated September 3 and September 25 encourage sharing and direct engagement with town leaders.

We link the original campaign so residents can read its full demands. Its policy requests and factual claims are the organizers’ own; this page does not treat them as official findings.

Flock concerns reached the public record

The approved minutes identify Joe Dasilva and Matt Auchtung as speakers on automated plate readers. They establish that citizen participation occurred; they do not by themselves establish every argument made or the town’s final policy position.

Dialogue with Chief Tim Smith

Reddit user MattTheAncap describes meeting Chief Smith and respecting the department while remaining opposed to Flock’s collection and sharing architecture. The account describes outside-agency review, independent verification of alerts and retention rules. These are the organizer’s account of the meeting, not a substitute for the signed policy.

Repeated board comments and a call for public review

MattTheAncap reports a third appearance before the board, outreach to commissioners and an invitation for residents to attend the November 2 ALPR presentation. The update contains personal assessments of officials’ responses and an informal poll; those assessments are attributed opinions, not verified endorsements or proof of misconduct.

Tim Smith · Police Chief

The town’s current directory identifies Tim Smith as chief. The November 2 secondary transcript attributes support for ALPR investigative use to him, alongside a stated need for policies, accountability, training and oversight. This page does not assert that every commissioner supports or opposes Flock.

An important correction: the FY2024 adopted budget explicitly includes a Flock partnership under Police Key Initiatives on printed page 94. We therefore do not repeat the claim that Flock never appeared in an annual budget. A budget reference does not resolve whether residents received adequate notice, a dedicated debate or a specific authorization vote. Read the primary budget document ↗

SOURCE CHECK / WHAT IS KNOWN

Separate the record
from the claim.

QuestionWhat the sources sayHow we treat it
How many cameras? The existing petition says 15; some Reddit posts say 16. The November 2 secondary transcript attributes 15 to the chief.A dated, attributed figure—not a verified live inventory. Request the installation register and executed orders.
What does it cost? The November 2 transcript attributes approximately $40,000 in recurring annual costs to the chief. The separate petition cites a larger total.Annual operating cost and multi-year contract totals are different measures. Do not compare them without invoices and contract terms.
When did it begin? The secondary transcript dates an initial ten-camera contract to December 2023 and five additional cameras to August 2025.Obtain the executed agreements and amendments to corroborate dates, renewal terms and cancellation rights.
Do most residents oppose it?An organizer reports 91% opposition among informal poll respondents.A self-selected poll is not a representative survey of the town. No townwide percentage is established here.
Has FV canceled Flock? No cancellation was established in this review. The November 2 secondary summary reports discussion without a cancellation vote.Citizen activity is documented; a contract-ending decision is not.
Was there no prior public record? The FY2024 adopted budget names the Flock partnership, and September 8 minutes record Flock speakers. There is a public paper trail. The adequacy of engagement is a separate policy question.

What this campaign does—and what is still unknown

Removal is our policy request. This site does not claim Fuquay-Varina’s system was hacked or that local officials misused it. Fuquay-Varina’s current settings, costs, outcomes, and sharing arrangements should be established through town records. We do not claim every Flock product has the same capabilities.

How we handle your signature

We store your name, account identifier, account email, contact email, optional telephone, involvement choice, city, ZIP, self-reported residency, consent version, petition version, and signing time. Historical paper-signing declarations remain separate. We use these details to administer this petition and prevent duplicates. Your account email, contact email, telephone, involvement choice, and account identifier are not published or included in official notifications. Involvement follow-up is limited to people who choose “I want to get involved.” There is no public signer list. Organizers can access signer records; this information is not used for marketing. Notifications include your name, city, ZIP, petition text, date, and reference number and may become public records. An organizer-only evidence export preserves the exact outgoing payload, recipient, provider reference and processing status. A Gmail copy is not proof that an official received or read a message. Organizers retain petition records while the campaign and its official submission remain active. Records are reviewed for deletion within 90 days after the campaign closes; required accountability records may be retained longer. You may request withdrawal or correction using the organizer contact. Corrections or withdrawal requests go to the organizer contact below. Previously submitted records and emails cannot be recalled from officials or their public-records systems.
